pdfs ("pdfs", "we", "us", or "our") operates the website pdfs.to, a web-based platform that provides PDF processing tools including merging, splitting, compressing, converting, signing, and other document manipulation services (collectively, the "Service").

By accessing or using the Service, creating an account, or clicking "I agree," you confirm that you are at least 16 years old, have read and understood these Terms, and agree to be bound by them and our Privacy Policy.
If you are using the Service on behalf of an organization, you represent that you have the authority to bind that organization to these Terms.
pdfs provides browser-based PDF processing tools. We offer three service tiers:
We reserve the right to modify, suspend, or discontinue any feature of the Service at any time with reasonable notice where possible.
Some features require creating an account. When you register, you agree to:
We reserve the right to terminate accounts that violate these Terms or remain inactive for an extended period. You may not create accounts using automated means or under false pretenses.
When you upload a file to pdfs.to, it is transmitted securely over HTTPS and processed in memory on our servers. Uploaded files are automatically and permanently deleted from our servers immediately after processing is complete and the output file has been delivered to you. We do not store, archive, or retain your documents.
You retain full ownership of any files you upload. By uploading content, you grant us a limited, temporary license solely to process the file and return the result to you. This license ends as soon as processing is complete and the file is deleted.
You are solely responsible for the content you upload. You must have the legal right to process any files you submit. Do not upload files containing content that is confidential and subject to a non-disclosure agreement unless you are authorized to do so.
We are not a file storage or backup service. Once your processed file is downloaded, it cannot be recovered from our systems. Keep your own copies of important documents.
Paid subscriptions are processed by Paddle, our third-party payment processor. When you subscribe, you agree to Paddle's terms of service and privacy policy. Your payment information is handled entirely by Paddle and is never stored on our servers.
Subscriptions are billed on a recurring basis — monthly or annually depending on the plan you select. Billing begins on the date you subscribe and renews automatically at the end of each billing period. You authorize us (via Paddle) to charge your payment method on each renewal date.
We may change subscription prices. We will give you at least 30 days' advance notice of any price increase. Continued use of the Service after a price change takes effect constitutes acceptance of the new price.
You may cancel your subscription at any time through your account's billing settings. Cancellation takes effect at the end of the current billing period, and you will retain access to paid features until that date. We do not prorate partial billing periods except where required by applicable law.
If a payment fails, we may suspend access to paid features. We will attempt to notify you via email. If payment remains unresolved, we may downgrade your account to the Free plan.
We offer a 30-day money-back guarantee on all new subscriptions. Paddle serves as our Merchant of Record and handles all payment processing on our behalf. If you are not satisfied with the Service for any reason within 30 days of your first subscription payment, contact us at support@pdfs.to and we will arrange a full refund processed by Paddle.
Refunds requested after the 30-day window are evaluated on a case-by-case basis and are at our sole discretion. Refunds are not available for:
EU and UK customers may have additional rights under applicable consumer protection laws, which Paddle will honour as the Merchant of Record. Approved refunds are processed by Paddle and typically appear within 5–10 business days, depending on your bank or card issuer.
You agree to use the Service only for lawful purposes and in accordance with these Terms. You must not use pdfs.to to:
Violation of these rules may result in immediate account termination without refund and, where appropriate, referral to law enforcement.
The Service, including its software, design, logos, text, and graphics, is owned by pdfs and protected by copyright, trademark, and other intellectual property laws. Nothing in these Terms grants you any right to use our trademarks, logos, or brand features without our prior written consent.
If you submit feedback, suggestions, or ideas about the Service, you grant us a perpetual, royalty-free, worldwide license to use that feedback without obligation to you.
THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE" WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED. WE DO NOT WARRANT THAT THE SERVICE WILL BE UNINTERRUPTED, ERROR-FREE, OR THAT OUTPUT FILES WILL MEET YOUR SPECIFIC REQUIREMENTS.
PDF processing is complex and may not always produce a perfect result for every document structure. We recommend always reviewing processed files and keeping originals. We are not liable for any corruption, data loss, or unexpected output from processing operations.
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, PDFS.TO SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR ANY LOSS OF DATA, PROFITS, OR BUSINESS OPPORTUNITIES, ARISING OUT OF OR RELATED TO YOUR USE OF THE SERVICE. OUR TOTAL LIABILITY TO YOU FOR ANY CLAIMS UNDER THESE TERMS SHALL NOT EXCEED THE AMOUNT YOU PAID US IN THE TWELVE (12) MONTHS PRECEDING THE CLAIM.
You may stop using the Service and delete your account at any time. We may suspend or terminate your account if you violate these Terms, engage in fraudulent or illegal activity, or if continued service is no longer commercially viable.
Upon termination, your right to use the Service ceases immediately. Sections that by their nature should survive termination (including intellectual property, disclaimers, and limitation of liability) will survive.
We may update these Terms from time to time. When we do, we will update the effective date at the top of this page. For material changes, we will provide at least 14 days' notice via email or a prominent notice on the Service before the changes take effect.
Your continued use of the Service after changes take effect constitutes your acceptance of the revised Terms. If you do not agree to the new Terms, you must stop using the Service.
These Terms are governed by and construed in accordance with applicable international commercial law principles. Any disputes arising from or relating to these Terms or the Service that cannot be resolved informally will be submitted to binding arbitration.
Nothing in this section prevents either party from seeking injunctive or other equitable relief in a court of competent jurisdiction where necessary to protect intellectual property rights or prevent imminent harm.
